Arctic Norway turns: rain and wind in Tromsø

Tromsø takes 8mm of rain today, with drizzle since dawn and wind running at 29 km/h off the fjord. Tomorrow the high drops to 11°C, and by Tuesday morning it is down to 6. The season has turned up there. Wind is what pushes water through seams and strips warmth off a damp base layer, so a shell that seals at the hood and cuffs does more for you here than a high waterproof rating on its own.
